The airport in Tampa has a "cell phone lot" where you can hang out in your car waiting for the person you're picking up to land (it even has free Wifi, lol). Your friend gives you a ring when they get off the plane, and you drive up to the "Arrivals" terminal and pick them up. US centric: you're supposed to check-in two hours prior to departure for an international flight, one hour for domestic.
